User accounts with 0 posts don't really make that much difference, save from using a handful of bytes in the database (how much varies depending on the database, and how much they have entered in any free text fields, but it is often much less than 1KB per user, typically around 300 bytes) and tying up potential names. It's generally possible to identify which ones haven't been used in some time (all forums I've had any experience with at the code level store the last login time in the user's data), but even that isn't the best guide: someone might have created an account to use the search, and then not logged in again for a time, but still want their account.
You can introduce "if you have zero post count, you must log in every X months or be deleted" rules, but that can cause Issues too.
It's generally not worth expending much effort over it, IME.

I've seen that now thanks. Tell me pav - as the resident expert and I know I've just spent a week cat-sitting for my daughter, but what is it with the kitty pics all the time?
